Default Front wheel and axle install?

Had to replace front skin,seems from what the manual states I thought I read in a post here that I can't find,that the last insight before tightening the axle cap nuts was to pump the forks so they don't bind.
In other words by the book,tighten axle nut first then move to the cap nuts.
Yea or Na?

Yes tighten the axle nut then the cap nuts. Seems like to about 16lbs. if I remember right. Don't forget anti-seize on the axle it's self.

Tighten axle nut first, then retaining nuts. Those two nuts aren't gonna hold anything much. I have broken that little stud that holds those two nuts on there on a Honda. Thankfully it was designed so they are replaceable (on a 2004 XR400R, which is one of the finest off road motorcycles ever made, ever). But I don't know if the HD studs are replaceable. Be careful.

I always re-tighten the retaining nuts after the bike is back on the ground...
