I just did what you are thinking about. I am "blacking out" my bike and had a bunch of things powder coated glossy black. The slip on pipes I got (Rush) were satin black, so I bought VHT (high temp) paint to use on the heat shields. Make sure you sand it down well (take all the shinny chrome off) and then wash and clean the shields. Once dry, spray paint them using the VHT paint. Do not try to cover it all with one coat, many thin coats is better than a few heavy ones. Make sure you also spray paint the inside of the shields, not just the outside. You will have to cure the paint (read the directions on the spray can). I am very happy with the end result, it looks nice.
Powder coating will not work on the heat shields. If you want to have it done professionaly you would want to have them ceramic coated. I looked at that option but decided to try to do it my way, if it did not look nice I would have done the ceramic coating and only wasted time and about $20.00 in the VHT paint.
