08 touring owners manual, page 140 explains the EITMS. for later 08s and 09s you can enable and disable by following the instructions in the manual. All you can do is Enable or Disable - you can NOT turn it on of off at will - the ECM decides when to turn on and off (activate/deactivate). If conditions are met (head temp reaches certain temp, at idle, neutral or clutch disengaged, less than 2 mph, etc) it will activate. As soon as head temp decreases to certain temp, rpm above 1350, clutch engaged in gear, speed greater than 2 mph, it will deactivate (turn off). Read your owner's manual - it is in there. When activated, the rear cylinder has no spark, and no fuel - acts as air pump

for 07s and early 08s - dealer can flash the ECM to enable it and flash the ECM to disable - one time each direction for free. once enabled the ECM takes over when to activate
