I've had good luck with single-edged razor blades, attacking the spot from a steep angle--i.e., near-parallel to the pipe. Be careful and you shouldn't get any scratches. The remainder can be removed with chrome/aluminum polish or Blue Job pipe cleaner. Never tried oven cleaner.
