Default Spot s wig-wag?

Met a touring bike the other day, and he had his spot lights set up to alternate (wig-wag?) It made him VERY easy to see from a ways off. I can't seem to find any information about this and wonder if it's even legal. I'm not talking about the headlight modulator, this was the spots or passing lights alternately illuminating. Anyone have any leads about this?

I reckon it was a cop bike and he left the flasher in it.&nbsp\\; Some states have a blue or red light permit that covers wig wags so it wouldn't be legal in those states unless he had a permit.
