there is this gray powder like substance on the rear tire side wall. I tried to wash it off but when the tire dries it comes right back. Is this a blem or is there a special way to clean this up?

I also received my new Lyndall Z brake pads but was surprised to see how thin they are. they are about the same thickness of my stock pads that have about 12K on them.
