Sounds as if the nut insert on the bracket that bolts to the air cleaner/ throttle body is no longer holding correctly. You might try having someone pull out on the edges of the air cleaner to see if it will wedge the insert enough to remove cover. Good luck and please let me know how it goes!

I agree with bluesman, if that method doesnt work by hand. Have someone else hold the cover and pull just enough to keep tension and use an air ratchet or drill in reverse. It should come right off. I believe it is a 5/16 coarse thread nut sert, maybe 3/8 I dont remember. You can take the bracket off and peen the nutsert or the bracket is replaceable HD pn#29474-99A. Fits all touring models. FWIW be sure you never use more than slight torque by hand

I will try to peen it back in.
Do they sell a replacement for just the air filter?

The parts book only shows the bracket as a whole. Like I said it is either 5/16 or 3/8, you can go to any hardware store and get a nutsert to put in. Take the bolt with you if you dont know the correct size. They do make a tool to install them, but you can do it with a nut and a bolt tocrimp it in too. Not as professional that way but it works.
