How many miles is too many miles, please help

do the math... 3 year old bike, 19,000 miles. 6300 miles a year on a bike that's made to TOUR.... barely got the oil warmed up.... as far as used bikes go... I believe that a bike that gets ridden, will be more likely to have been maintained, as a rider will "know" something needs adjustment, and an "owner" will have no clue...
