Definitely not the PCIII. I've had this problem since day one on my '07 SG. The biggest problem was with radio firmware 8.11, which was the original, and after upgrading to 8.18 (beta) and then 8.19 last year the problem largely disappeared. You guys with '08's have 8.19 already, I assume, so I'm not sure what the problem is there.
I recently downgraded to 8.9 after Pez at Hogtunes said it enhanced the sound, but there were a few glitches. For one, the clock ran 2-3 min. fast per month, and second there is a glitch with the CD operation, but that one doesn't affect me. I've noticed the OP's problem (last-mode memory) resurfacing with 8.9, so Saturday I re-installed 8.19. \\; I haven't ridden since that time so I can't make a judgement on any sound-quality changes or whether the problem is fixed, but will report back probably tomorrow. Since I had 8.19 installed for a year or more with few mode-memory problems, I assume it will be okay now.

Never had any problems with my '06 FLHX. Always comes back on just as I left it - \\;had a PCIII almost since new. I'd check with the dealer, that's what warrantees are for. Have 'em put in a new unit and see what happens. Good luck.

Mine does the same thing (08 SG). Aggravating but no biggy! At first, I thought it was me not remembering what I had left the radio on when I turned the bike off. Then I did one of those Three Stooges, "Now wait a minute!". I wouldn't have the dealer send in the radio. No telling what problems you'll have when you get it back. []
