I would not use Polishing Compound.
If the sap is dry/hard, try picking it off with your fingernail. If there are too many spots, try Bug 'n Tar remover. Available at your local auto parts store or Walmart.

I now have zillions of tiny droplets of tree sap on the windshield and fairing. Anybody know how to get this stuff off without scratching the plastic or removing paint in the process?

Now that I know I can post, I've never seen tree sap that I couldn't wash off with a good soap and water wash job. \\;Did it stay on for days or what?
