FLHRI acting fuel starved

FLHRI acting fuel starved
I've got a fuel injected 96 road king that's acting fuel starved.
When I put the engine under load it acts starved. Also, it sounded like the fuel pump was running continuously. At first I thought it might be an old fuel filter (got 52Kmi on it). I replaced the filter and it still does it. It idles fine and I can rev it up in neutral and it runs fine.
I've seen the posts that suggest it might be pin holes in the lines, but wouldn't that occur even when you're in neutral?
One fellow is trying to get me to replace the fuel pump. I was trying to avoid that $200 bill.
