In Kalifornia the Vehicle Code says that a license plate must be no lower than 12" from the ground and no higher than 60"...regular patrol guys won't bug you about it..but the "Chippies" or Motor Officers will cite you (that's their main function,is to enforce the vehicle code) (I cited for that sectionwhen I rode motors..but then I was an "A.H." )

Not a "policy" it's law....and yes to answer your question....if the bottom edge of the license plate (horizontally or vertically mounted) is lower than 12-inches it is illegal. (again, that's California law)
I wouldn't worry about it...your set up is nice and I like it...to ease your mind....check your states vehicle code and look for the measurements. I really doubt anyone will bug you about it unless you get a Motorman that was **** RETENTIVE as I was! An boy..I'm still that way and my Wife tells me ALL the time!! [:@]
That's a strict policy..........12" from the ground is pretty high. So, if a guy has a chopper and has the plate mounted to the axle bolt..........that's illegal?
