1. EPA restrictions on emissions (noise and exhaust)
2. Too many different types of performance exhaust systems.Every system they through on as stock would have to be certified by the EPA which ain't cheap.
3. They put 2-1 on, and people will bitch that they should gone with true-duals, or that they should have kept the stock crossover design, or they should be black ceramic coated, etc etc.
4. Why include something people are lining up to pay for?

The practical answer is only if somebody is doing smog or noise checks where you ride.
The above posters are right, Harley builds a bike that is made to be modified (customized). There are quite a few things on a stock bike that can be exchanged, not just mufflers. There is also more than one option for what you want to put on. That, and money in the form of future parts sales, are why the moco build a basic product.
