Default Brake pad help

I have 4,000 miles on my Road Glide. Tried to put the new brake pads on last night on the rear. I loosened the pad pins, very loose, but did not remove them. Tried to press the inside pad back away from the disk but it was pretty much all the way back. It would NOT drop out. Seemed like it was still up against the disk, but at the same time, was all the way in on the caliper......I did it based on the service manual book which tells you to press back the inside pad, it will drop out, replace with new pad, pump up brakes to make the new pad hit disk. Then do the same on the outside pad.

I just gave up and pumped up the brakes again and tightened the brake pad pins back down.....

What did I do wrong?
