I use a product called Neve-R-Dull, they sell it at walmart in the auto section. I have also used it when My wife got a plastic tarp melted on her pipes. Got the pipes real hot and just chipped what I could off with a razor blade (carefully) and took the rest off with neve-r-dull Note** DO NOT USE ON PAINT!

I read in a magazine that if you have heel marks and stuff that just wont come off. Take cardboard put it behind the pipe to mask areas behind the pipe. Use Oven cleaner. Let it sit over night. Wipe it off in the morning.
Not good on paint and powdercoat however.
I read it in either Hot Bagger or American Iron.

Goo-B-Gone from Wal-Mart, $3.99 a bottle works well, ensure you polish the pipes afterwards with a good quality chrome polish. Oh, make sure the pipes are cold before applying the goo-b-gone, don't ask...

Soaking them first followed by metal polish always works well.

I believe all the previous answers will each work. I'm a Nevr-Dull guy myself, amazing stuff, but Turtle Wax chrome polish is also in my arsenal. The other option is leave them there, they add character and will all fall off as the heat dries them to a crisp. The rest of the residue should wash off while riding in heavy downpours.
