Even with the stock windshield and fairing,i was getting a lot of wind comming from the bottom up.
The hard lowers eliminated most of the wind, well worth the high price tag!

I had the same issue on both my bikes. The chrome center baffle, the deflectors on each leg, the Kuryakyn wings on each side of the lower portion of the fairing and a windshield of the propper height will eliminate your problem. I ordered an extra wide windshield from:

http://www.customflhtwindshields.net/

it goes out about 4 inches wider on each side. It'll send the wind around you and if it's high enough, it'll send it up over you.

Everyone seems to focus on the wind screen, but I will tell you that absolutely buffefeting comes from below also. I tested this out on my way to and from Sturgis fom NJ on my RK. I used my tall windscreen which only allowed me to look over it if I sat up really straight. When I put my boots up on top of my mustache bar, right up against my forks, it made a big difference in the buffeting. I don't have those reflectors that mount on the fork uppers in that position but I think they must help. JMO

No one has mentioned your helmet. I had an HCI half with a snap on visor. Removed the visor and it made a world of difference

I've said it many many times, but 6" windshields, Batwings and no lower fairings make for a pretty turbulent ride unless you are riding under ideal wind conditions. I don't know where you're from, but here in TX we've had an average of 20 MPH winds I'm betting every day day for 2 months with gusts above 40 MPH. It's just been windy...period. But if you REALLY want to keep your bike and get rid of MOST of the turbulence, buy some hard lower fairings. You will be amazed at the difference, even WITH your shorty windshield. Go rent and test ride an Ultra and you'll see what I mean. I ride all day with a 7" Cee Baileys standard shaped ws and lower fairings. NOTHING improves the riding experience like them.

I have a 07 SG, I use a 6 & 1/2 windscreen and fairing deflectore on longer trips...it works for me. Also a good set of glasses might be better too! Course all of this depends on your height in the saddle?

Clearview windshield of the appropriate height for you and fairing deflectors will help quite a bit. See my sig pic I have them both and am much happier.
+1, no need to sell the bike, just find the proper windshield

Maybe one of these would help you.
I saw a video of the maker riding with a ball cap forward with the vest and it won't blow off then he moves the flaps down and the hat blows off.

I get more Turbuence with my 3 inch shorter than standard windshield too, I'm 6'3.
A few things I've done to help are a half helmet with a very small visor, and sitting lower in the bike, with a lower seat.
And I'm sure this goes with out saying, but not following big trucks helps too.
