I was always under the impression that the leather covered bags were also considered HARD bags because they have an internal body structure that holds shape. Did a quick google search and found the following:

F = Engine Series - "Big Twin" models
L = Front End - size/type
H = Frame type - Touring
X = Model - Street Glide
A Street Glide Special would be FLHXS, and Ultra Classic is FLHTCU, an Ultra Limited FLHTK, a Road King FLHR. When they added the Tour Glide, which is now a Road Glide, they called that an FLT, instead of FLH. Eventually, the Touring bikes would be FLH-whatever, except for the Road Glides, which are FLT-whatever.

Well if Don Tilley was still alive I have you ask him. Pretty knowledgeable dealer owner about all thing HD.
