Yup, for warranty claim they gotta have the bike.
Had you just been buying the battery, no probs. You would have been sold one.
As far as they know, your battery could have been pulled out of your buddies bike that has no warranty.
Don't be pissed at them, that's standard practice.

Normal procedure with cars also. Put the battery back in, jump it and ride it too the dealer.
You may get a free or prorated battery (if you bike is still under the original 2 year warrenty). If your out of the original warrenty then just buy a battery.

if you got an 06 with a bad battery, bad news for ya not under warranty. Batteries on a new bike are only warranty6 months. Went to start mine on my 06 RoadKing, dead even after tendering it all winter. Dealership said, yep some people get 14 months some get 10 years. No good reason for it but the 2 year unliminted warranty from Harley is covers....well basically nothing.

Yup, similar thing happened to me. One of the windshield bolts on my 3 week old Ultra fell off, and I went into the service area, only to be told I had to get it from parts. So I mosey over there, wait in line for 20 minutes, the guy finds the bolt, then ring up $1.58. WTF, it's a three week old bike, says I!
Um, well, you gotta go back to service and file a warranty claim. Wasn't worth my time. I paid and left, shaking my head how those guys stay in business.

You would be surprised @ some of the crap some people will pull, just to get something for free. Thats why there are all these stupid rules the dealer needs to follow.
They could have done a better job explaining this to you, or even offered to trailer your bike in for service. Thats what my Dealer would have done.
