RE: tire valves
If it is leaking through the valve, you can try taking a valve from another stem and just replace the valve. Just make sure the new valve does not leak after you intall it using soap and water. I've done this many times, it beats breaking the tire to change the whole stem. If it is leaking through the stem, usually where the stem meets the rim, then you have no choice, you will have to break the tire and replace the tube or stem whatever the case.

RE: tire valves
ok, mag wheels (cast rim) or spokes?
if spokes from around the outside, or inside from the schrader valve?
If cast, from around the outside or inside from schrader valve and
are they rubber pull through and seat or the metal bolted ones.
a better answer could be provided if we had had the above info.
But the short answer is yes.
If spoked and tubed you will need to pull, patch or replace unless it is coming from schrader
valve. which case you could try tightening or replacing the valve.
If cast with rubber pull throughs fi schrader see above titghten / replace.
if outside bend it around look for cracks and tears. if none, squirt soap water around the
base and wiggle around look for air bubbles. if goes away or are none jack bike up and
spray water along entire rim all the way across, not just bead area.
Could have a simple bead leak from mud gravel, working it's way in. or could have a defective
rim that has just showe up.
If you have the metal stem, soap it up. If the schrader valve, titghten / replace.
If on outside and nut assembly is on outside try tightening and recheck.
Might need new assembly but might not.
