Default Voltage drop

I have a 2002 RG. The problem I am having is that some times the voltage reads 12 volts then it will jump to 14 volts. I know that 12 volts is battery voltage and 14 volts is when the bike is charging. What would cause the fluctuation in voltage? Bad regulator? Stator? I checked the wiring for a broke wire and did not find any.
