If you look at the two spacers, one will have three notches in one edge. The plain spacer goes on the right side of the wheel (left side if your are facing the bike) and the three notches go against the wheel bearing on the left side--per the HD 2004 Service Manual for Touring Models--I know 'cause I just removed the front wheel last week.
Bottom line--not only do you need to know which side they go on, the left one has a definite orientation--notches toward the bearing. HTH.
Suggestion--make your next purchase a Service Manual--it will also give you the torque specs for the axle nut and axle retention bolts and other useful information. If you already have the SM, read it more closely.
