I know on the 07 bikes there is a safety button on the clutch perch that if the bike is in gear the clutch has to be engaged for the bike to start. If it is not in gear it can be started without engaging the clutch. The clutch lever has a tang on it that pushes in the button. I bought after market levers that did not have this and now I can not start my bike in gear even with the clutch pulled in. My 05 did not have this safety button, so if you started in gear without clutch pulled in it would surge foward, guess how I know?

Yes an 06 will! Well the starter will engage, I guess if you hold on long enough it would start!

Know for a fact that an '06 V Rod will! At least when there are onlookers! Never tried it by myself.
