If you are not to worried about looks, go to an army surplus store and pick up a couple of the OD green waterproof gear bags. They do a great job of keeping things dry and fit over most anything and then can be folded over and tied shut.

Go to Gander mountain or Cabela's get a back packing rain cover. Elastic all the way around and cost about ten bucks. They make different sizes.

wrap everything inside the bag and forget about a bag cover.
Uh, I guess I didn't make myself clear. I'm not talking ******* ugly, cheap Hefty bags. I'm talking 4 mil, clear, heavy bags. These GO INSIDE your bag wrapping the contents. Nobody will see them except you when unpacking your bag.
You wanna talk classy? The kind of cover you're trying to find; flappin' like a wet dishrag in the wind. Now that's classy!

Most of the covers for the aftermarket bags SUCK. They might be OK if you're checking them out in the store where it's not raining and the bag isn't on your bike, but in heavy rain at highway speeds these covers are next to useless. OK, more than useless.
They pull tight with a drawstring, (NOT) flap around in the wind and water gets in soaking the entire contents of the bag. Better to wrap the contents. Who cares if the bag gets wet.
Just trying to save you some $$$ and the hassle, tightwad. (your word). I paid $30 for mine and it was the worst $30 I ever spent. I threw it away.

I guarantee you. Only the folks up where I live ride in as much rain as me. I have a pretty good idea how to keep things dry. We live in a freakin' RAINFOREST.

Well O.K. I had a cover for my sissy bar bag. It fit tight and never was a problem and everything stayed dry. Surely I can find a similar cover for a "on top of the travel pak" bag that performs as well.?? (now you can add "hard-headed" to "tight-wad")

Nah....I'm not talking classy. Hefty works for me. Get two plastic grocery bags to hold the Hefty box when you leave the grocery,
take them and a little duct tape and your feet will stay dry too. Nah, classy wouldn't be me.
