Luggage on a Road King
I'm riding an 06 FLHR with thefactory two piece seat. I've have the detachable sissy bar and plan to purchase a T-Bag to use when traveling. What is the best (and most reasonable) approach to protecting the rear fender from the bag? I've wondered about a "lick em / stick em" pad, the MW 2up luggage rack (pricey). Any other ideas?

Several options here.
1. The T-Bag slips onto your backrest pad and is supported by it and should not touch your fender. This is what i did last August for my Sturgis trip.
2. You could buy and bolt onto the detachable backrest supports a luggage rack. I've done this as well.
3. If you'e riding solo, flip the bag around where the bag actually rests on the passenger seat and use it for a backrest. It's sweet on a 750 mile day.
None of these should methods should have the bag touching your fender.

The T-Bag I have has a huge rubber bottom, and the rings for the straps, etc. are up nice & high so I wouldn't worry about paint scratching or damage if it hits - the thing you have to make sure you do is to cut the straps they give you on the bag & burn the ends so they don't fray, they are like 5x longer than you need and could get tangled real easy. I ride solo with mine on the passenger pad and when it is fully loaded, it makes a great backrest.
