Like many others have said, COMFORT before chrome. If you can't be on the bike for more than a couple blocks between bars, who cares how shiny it is. Then I'd go for some performance.
1. All the body contact parts:Bars, grips, seat and back rest, highway pegs.
2. Good riding gear: from head to toe and the ability to change as the weather changes.
3. Performance: Air cleaner, chip and exhaust will get you started, little more oopmh and sound to go with it.

Agree with most of the posts but really need to ride it and see what you want. One thing I did not see was tour pak lighting. I just recently added the kit from http://www.ridetimetechnology.com/
I wanted turn signals on the tour pak. I also added one of the mini brake light LED strips. Good safety upgrade.
Right now engine is stock but I am saving up for the new build.
Did the Power Commander and dyno, again well worth it for me. Also, went with a 3/4 helmet with shield. Makes riding in the rain and the cold a little easier on the face. Installed helmet speakers so we can use the intercom/radio.

This is so subjective because alot of it has to do with comfort and that is so individual.......
I can tell you that on my 08 Ultra the first thing I noticed was the seat, so I attacked that first...Ordered a different one from HD and it was alot better (got lucky here)......
Stage 1 was next and it solved alot of the heat issues.......(SE slip ons, Fuel Pak and A/C.....)
Handlebars on the agenda but am hesitating until I do some more searching ref the fly by wire issue......
One thing I did do a few days ago is the Harley Goodies floorboard extensions, moved the boards out and it was really an improvement.......
Probably next is the tourpack removal kit.........
Make is comfortable first then add the chrome........

We ride a 08 ultra and these were five much needed upgrades for our bike.
1. stage one kit for heat and performance
2. mid frame heat shields for heat
3. intercom system if you trust your passenger, very helpful in traffic
4. cupholders for you and her handy for favorite beverages
5. fork air baffle keeps the rain off the back of your windshield
Upgrades for us
1. good leathers
2. really good rainsuits you will get caught eventually
3. faceshields for helmets in case of rain see #2
4. warm gloves cold hands = miserable ride
5. non skid boots a touch of oil and tennis shoes = scratched paint

Wow, almost a year old thread. Ok, I'll play. With my 08 Ultra, the five things I'd recommend are:
1. Exhaust. I went with V&H Ovals.
2. Fuel management. I went with V&H Fuelpak...but from what I've read, I would consider the PCV as well.
3. Detachable kit for tourpak. Nice to have the look of it solo'd out.
4. To go with #3, a different seat when solo'd. I actually like the stock seat for 2-up.
5. Cams. Get a better set of cams to get more TQ for the lower riding range.
