Changing out the timing cover
If you replace the timing cover with a skull one fo a 08 ultra:
do you need a new gasket?
do you need to drain oil first?
any other issues or is this pretty easy?

Just to clarify, you are talking about the small circular timing cover on the right side of the scoot and not the larger circular derby cover right?

yes. do you locktite the screws?

Always locktite any bolt that comes off, or loose.

I would just torque them down. They do nothing but hold on the cover that has nothing under it. If you use locktite you may strip the heads on the soft SS bolts that holds it on when you want to take it off one day.
