Bought a 2007 Electra Glide Classic in October of 06 and upgraded to a 08 Anniversary Ultra.
Like others have said, items can be taken off but are costly to add after the fact. Nothing like cruising down the road in "cruise" and listening to your favorite tunes. My son now owns my 07 - he had a 06 Sporster and needed a tourer.

I beg to differ.
The tourpac is easier to access than the saddlebags when the tourpac is installed, but the saddlebags are easier to get stuff in and out of when the tour pac is removed from the bike.
Most days, I ride without the tourpac. I normally will instal it if I going for an overnighter or longer, or if I'm going for a day trip with the OL.
A center stand makes the bags, espesially the left one easier to use also.

When i went to upgrade some things on my03 RK I remembered what someone on this forum said. "You might as well get an Ultra now.!!! You'll get one sooner or later anyway." So i came home with a new 07 ultra. I dont use all the "stuff" but i am glad i went with the Ultra.

I was in your shoes just about 30 days ago. I had an 04 Fatboy tricked tip to tip. The wife and I took a trip from Indiana to the Dragons tail in Sept. and I decided it was time for a glide. I had decided on the SG with no questions in my mind. I went down to the local dealer, and left with an Ultra....WTF?!?! I was sure that I would NEVER want what I had always considered "an Old Man's Bike" (i know...let the flaming begin for that...) My saleman just started pointing out all of the features the Ultra came with (all of which I was sure I would never use), but when he pointed out that it is much eaiser and cheaper to remove what I didn't want, than to buy and add these parts later, I was sold. Well I have had it for about 30 days, and have about 400 miles on it, and havent REMOVED anything except the ugly bumper thing on the front fender...and oh yeah I LOVE IT. Like other have said...buy whatYOU want, but all of the things you wont use (lower fairings, tour pak, the same things I was never going to use) you WILL.
