The gauges are vented to atomosphere. This allows the gauges to dry out due to temperature differences between the inside and outside. If you seal up the gauges you can create a problem. It will also make it harder to change the light bulb if it should burn out. Why do some gauges show moisture and some don't? I don't know. I believe that the HD gauges are made by VDO. Maybe they can answer this.
Get a can of compressed air. The kind you would use to blow out the dirt form a keyboard or inside the computer case. After you are done washing and drying the bike blow out the water that collects in the switch housings. I think that will take care of your problem.
My fuel guage has the moisture issue from time to time, but it burns off after air circulates. From what I've been told it's normal. We'll see how long normal lasts.
