How tight should the primary chain be on an 06 roadking classic?

It's a pain to get at through the inspection cover, is there an easier way?
Taking off the primary probally wound be easier, but you can adjust it just fine through the inspection cover, if you need to. I adjusted mine at my 5k. Never had done it before, and didn't have the specific tool to adjust it, but I made due. If you need to make an adjustment, this is what I did. Once you loosen the nut (9/16 I believe), use a pair of needle nose locking pliers. Lock them onto the nut, then you can pull it toward you, to slide it up, and tighten up the chain. There are teeth on the slide, which makes it impossible to just slide it up. It took me a bit, but once I figured why it wouldn't slide up, to tighten, it got a lot simplier. Just a FYI, if you need to make the adjustment.

The final fix would be to install a hydraulic tensioner.Problem solved.Both of my bikes have them,they are worth every penny.

It would easier for those you that have a hard adjusting the chain thru the inspection cover to remove the primary cover.
It would be a good idea to have a newprimary cover gasket on hand if this is the route you take.

Don't adjust too loose -- will cause rapid wear of chain and sprockets. When you find the sweet spot, you'll know it. At least for me I could never get the bike into neutral until I found the right adjustment. Once I did, a slight blip on the throttle and she goes right in. The HD auto chain adjuster might be the way to go someday, after I change to cam gears, upgrade to Lyndall brake pads, get the Revtech Stealth DFO, etc. etc. etc.
