Apparently the lid when closed creased the fabric on the condura piece that holds the top lid to the saddlebag so when you open and then close it it won't close tight enough to seal and lock.
This is correct...same problem with my '06 Street Glide. I just take my left hand, reach under the lid, and push the fabric out from the lid when I have the cover about half way between open and closed. With the fabric extended out in this manner it cannot bunch up and get caught between the cover and the bag. Works every time.

If you open the bag ang look at the hardware on the bag,not the lid,you will see 2 metal tabs on the very bottom pointing towards you.Slightly bend buth of those tabs up and your problem is solved. I wish I could take credit for this easy fix but I have to give It to the wrench at Daytona H-D. Good luck and ride safe.

GOT THE SOLUTION!!!!

I had this problem as well...the fabric thread was close...

On my bike...the three Torx screws that hold teh fabric to the outside portion of the saddlebag, into the latch had started to loosen a little bit...this causes the fabric to not pull tight, and the latch is a wee bit loose, allowing the latch to pop open...man is it annoying.

Tighten down those three torx screws and you will be surprised at how springy those latches are...don't do them too much, you don't want ot damage the plastic of the bag...

Worked GREAT for me!

I Had the same problem> Spray some silicone lubricant on the hinges, it will go away.
