Info on Stage 11 and 111 kits

Can someone please explain what is exactly done on the stage 11 and stage 111 upgrades, and is there a specific time they can be added eg.. Does it make a differance if the bike is new or has 100, 000 miles on it to upgrade?

I think you are asking about Stage I, Stage II, and Stage III???
