Default Stage 1 more torque than stage 2?

I noticed on the Harley website they have charts showing the improvement in HP and torque with the 95" big bore kits over the stock88". The chart for the stage 1 shows torque increased to about 90 while the stage 2 only gets you about 85. Why is this? Are the SE 203 cams a drag on the motorcompared to the stock cams? The charts in the print catalog show the same results.

Look at my results on a stage II 95ci.... no head work either.
