You probably can find out more by doing a search of the forum. It's pretty much the exact same thing as the Dobeck, the Arlen Ness, and several others. More search results here for those terms will pertain to your question. I believe Dobeck claims to be the developer and first to bring these units to market, but seeing how so many other names are on the same thing I doubt it. They're all getting them from somewhere.
I think you'll find that they don't allow closed-loop mode for the stock ECU. There's really no way they could. The Dobeck, I'm pretty sure, uses O2 sensor "eliminators" which are just dummy loads for the ECU. This was the 2nd generation method for those units. The Cobra and AN are 3rd generation versions which actively send a fake signal as if from "happy" O2 sensors to the ECU.
There are forums at Dobeck's site where all this stuff is discussed and where I got my information.

The PC-IIIex allows you to keep the stock O2 sensors in place with the stock ECU doing its thing with them. It blocks out user control of all the necessary rpm/throttle cells. You could do the same thing with the non-"ex" version if you were carefull enough. But I'll caution against use of the sensors with any device which modifies fueling within ranges where the sensors are actively being monitored by the ECU. The ECU will do its best to remove that added fuel and in so doing will remove proportional amounts everywhere.
If you were to modify the signal coming from the sensors with a voltage-dividing network you could get the AFR down closer to 14:1 but then the ECU would notice the extra fuel required and add proportional amounts everywhere, even up past the closed-loop range.
The Delphi ECU is not as dumb as a lot of folks think. If you're going to try to trick it you've got to be smart about it.

Add closed loop control (across the AFR spectrum) and you've got something pretty darn sweet.
