Here's a pic of the bracket bolt security device that came with the kit I found on eBay. It hides the bolt head inside and there's no way anyone can get a wrench in it with the bag on the bike. The fasteners have a lock that attaches them together. After unlocking this lock, you can quickly remove them by hand without the need for tools. Easy to put the fasteners back in and it takes less than a minute to do. I like this set up and now I feel better when I'm at the pool hall. Always had on my mine that someone could steal the bags, but not now.

After reading this post, I lock my bags 100% of the time. I'm sure I will find a way to do a quick release locking system.
