That machine is based on plans that I remember as a "Benson Gyro Copter" They are easy to build. I believe you can get a "pleasure Pilots" license with a little instruction.
I believe it would be classified by the FAA as an UltraLight aircraft and would not require an Aircraft Mechanic Certificate to work on it. It is about as simple maintenance wise as an old VW.
It is not a new technology, they have been in existance for many years. My aircraft maintenance class in High School had one we worked on and I have not been in high school since around the early 80's.
Google Benson Gyro Copter and I believe you will find plenty information on it.
If you want me to hunt down further info on it,PM me and I will see what I can dig up.

Can't you see the liability sitting at a streetlight waiting to get to you favorate "take off" spots, and some dummy
walks into that spinning prop? (Not the rotor), Or your landing, and a carfull of nuns in a convertable appear right under you?
Also it's 25K, but it don't include, a better seat, handlebars, PClll, Pipes, Stage 1 and cusom paint. OH, and Hog Tunes..
Those are all add ons...
And if the prop, and rotor and engine gets above 81db, now we got problems...
