I'm a PA resident, curious why they can't put the sticker on a standalone mount any longer?

My '23 came new with a PA inspection on the stand alone mount right about there (softail).
I think someone is blowing smoke up your skirt.

I heard it from several places, they said people were peeling them off and using them on other vehicles.

Quite possible, Maybe it was the location? Down low and not very visible?

Aye. Mine is down so low I didn't even realize it was there for a while.

Anyhow, I went and looked up the law. The story about bolt on plates not being legal appears to be accurate:

(2) On a motorcycle or a motor-driven cycle, the certificate of inspection shall be affixed in a clearly visible, upright position to one of the following areas of the vehicle:
(i) On the left side–traffic side–of the front fork.
(ii) On the left side–traffic side–of the front fender.
(iii) On a plate attached by weld or rivets to the left side–traffic side–of the vehicle for purposes of mounting the certificate of inspection.

What I cannot tell you is if that language has been recently revised, or is old and currently being enforced now by an individual state employee, or across the state as a whole.
