I can't really answer that cause maybe you're the type that can break an anvil with a sack full of cotton *****.
Just giving you hell, pull the bolt and then put it back. Your bike won't explode, it'll be fine.

It might not explode, but you might want to tighten it to torque specs and, as mentioned, put a couple of drops of blue Loctite on the fastener.

An easy to remove bolt on plate is generally not permitted for an inspection sticker in many places.
Reason: Because it could be removed and placed on another bike.
Rather weird because so many parts of the bike can be removed.
Some plates are designed for the sticker to cover the bolt and those may be accepted but it depends on your area.

Obviously they duck taped the entire bike first before they put that plate on.
