You're not missing anything. People can ask whatever they want on eBay.... and many shoot for the moon, hoping for an uneducated buyer..
The factory 2014 Touring Models Service Manual is #99483-14 and can be purchased new from your dealer for $149.98. It is surprising how many older manuals are still available new from the MoCo. I suspect it's based on the number produced and the popularity of the manual as to why some are still available and some are no longer available.
You can usually get used copies for much cheaper. The price of the factory manuals has gone up over the years, but so have labor rates at dealerships... IMHO, it still pays to get one.
I have seen used copies on eBay for more than new ones... That's just silly... but some people must buy them at those prices..
While checking for the service manual part number, I saw a reference to a 2014 CVO supplemental service manual, but was unable to find the part number to see how much the dealer charges.
The people selling the supplemental service manuals on eBay, purposely blur the image so you can't get the HD part number in the lower right hand corner of the cover. That tells me they are selling for more than a new copy. I suspect new supplementals are going for around $80 if available.
The supplementals I saw offered for sale on eBay are around $140. I'm not really sure what the CVO Touring bike has that won't be covered in the regular service manual..
In any case, you will need the 2014 Touring Models Service Manual #99483-14 first and foremost. You could order from a dealer (they usually have to order them) and ask about the supplemental manual.
As to the various DVD versions:
The problem I have with an HD factory manual found on a DVD, is that it is not supported by the MoCo. They do not offer or authorize those versions. The people that sell them are crooks, making money off of stolen, copyrighted material.
Additionally, because it is pirated material, you have no guarantee of good quality. I have read they vary in content, layout, and clarity. It's a crapshoot on quality.
Even if there was a good DVD version available, I don't like crooks, and choose not to support them... but that's just me.
Luckily for me, I prefer a manual anyways, so I just hunt down an HD factory service manual for all my bikes. I also get the Factory electrical diagnostic manual.
