I just took my antenna off and cut off a certain lenght from the bottom and put it back on, no problems with reception at all. Plus its free.
I just did the same thing. I cut more than half of it off and am having no trouble with reception.

AutoZone AW-RM1R Universal Replacement Antenna Rubber Mast $4.99. Fits like it was factory installed, looks great and no effect on reception.

Be careful cutting the CB antenna, if cut to short, radio won't recieve or send, can also cause it to short out..
