I’ve had this problem since last September. I never gave up. My local dealer didn’t either! (Bert’s Black Widow) Finally, Milwaukee has figured it out!

Seen this recall notice... but since you had the "problem"... did everything, including the bag lights that came in the kit, work fine if the tour pack was on and hooked up?
What happened when you took the tour pack off or unhooked the tour pack, did the bag lights continue to work as they should, just the indicator hyper-flashed (when the tour pack was un-plugged)?
Also, I'm curious, when you turned your ignition off, did the bag lights, that came in the kit, flash signaling that the security system had armed (like the front signal lights)?
Or is it just the indicator's hyper-flashing when the tour pack is off?
I had a very similar "issue" with HD's Electra Glo Keystone lights I bought in 2017, just wondering if its the same thing. Take the tour pack off the indicator hyper-flashed, but otherwise the lights appeared to work correctly. I'd get 2 codes anytime the tour pack was off (for rear signals) and they would clear themselves when I hooked the tour pack back up. Only thing that did not work "correctly" was that the rear signals (the Keystones) would not flash if the ignition was "off", this meant they would not flash with the front signals indicating the security system had armed and the emergency flashers on rear (the Keystones) would not flash if you turned the ignition "off" (so that just the flashers were on and not the headlight too).... it was the lights "onboard LED controller's" "logic" (a design flaw). I chased that issue for a couple years before I figured out what was going on... and then just lived with it until I switched them out for another brand.

It did work properly with the tour pack on. When the tour pack lights were unplugged the dash would hyper flash, turn signals themselves flashed normal. They would flash as they should turning the key off and arming the security system.
When I installed the kit last September it started. I went to the dealer, they looked at it and said I would need a load equalizer. The engineer at HD told them that. I asked if they, HD would pay for it. The answer was NO! The engineer told them this is the first they ever heard of such and mine is the only one. Later I was told I needed a new BCM and they would order one. Time went by and I stopped to ask about it. Then I was told I didn’t need a BCM. I told them it needed to be fixed properly. Milwaukee then gave them things to try, chasing wires etc. to no avail. The bike was in the shop for about six days three different times. Still did it. Got a call saying they had a fix. They replaced the module for the bag lights. That didn’t work. Another month goes by and my dealer gets Custom Dynamics involved. They sent two resistors to wire in. This wouldn’t work either. Last Thursday (August 4th) I received a call, that there will be a recall and the fix in 2-3 weeks I’m glad I stuck with it and the service managers at Bert’s Black Widow also did! Time will tell……John
