I could have him order the paint and repaint it and see if the insurance company will cover it; he says they will because this happens all of the time

For example in MA, if I write an aftermarket or used part, and it is unsuitable for use ( doesn't fit, poor quality, does not restore vehicle to pre loss condition) then by law the insurance company is responsible for returning the part.
For a factory part, especially if this is a DIY repair not at a shop you are not going to get an insurance company to buy another set of tins.
If it were at a shop, you can refuse to take the bike back as the shop negotiated with the Insurance company an amount to restore the vehicle to pre loss condition.
They will tell you it is a warranty issue between you and HD and the HD dealer if you were fixing it yourself and pocketing the labor
Did you fully clean the parts that were still on the bike? You'd be surprised at the change in paint color from wax build up and other contamination, Clay Bar level cleaning usually helps.

Check out the pics I am about to post. The fender doesn't match the other new painted parts I ordered so it has nothing to do with the color not matching what is on my bike.

Not sure why an insurance company would pay for something that was ordered from a manufacturer and the manufacturer did not supply the correct color.
Two good options, reach out to CPV, link below. They have all of the HD paint codes and the wait time is not 8 weeks. Return the one you purchased and order a primed fender, which you or the dealer can send to CPV. I just did this with a set of lowers for my ‘22 CVO RG, perfect match. Local dealer handled this for me with no up charge.
Gunslinger Customs can also paint it for you. There wait was only 3 weeks when I ordered parts a couple of months ago. Like CPV perfect match. The contact at Gunslinger is Venetta Howard. 303-225-0854 x 261. She is really good to work with. Another member just received his parts from them. Perfect match and a quick turnaround.

I spoke to the dealership from which I ordered my painted parts. They asked me to take some pictures so they could submit it to HD for review. They agreed that it is very obvious from the pictures alone, that the fender is a completely different color. However, they said it is completely up to HD as to what they will do. HD may not allow me to get a refund and may just want to send another fender. It could take HD up to a week to get back to the dealership. If they do allow me to return it, I will probably take your advice and order a primed fender.

I know this would irritate me as well and I would want it made right...as I'm sure it was not cheap.
But...is it the front or rear fender? If it's the front, it would not be right up against any other body parts/panels and the shade difference may not be noticeable at all.
Just a thought if you don't want to go through the whole waiting or painting process. If it's the rear, then I'm sure it will be noticeable as there are other painted parts up against it.

It would take him at least a day or two to match it perfectly and cost me about another $900. As I mentioned in a previous reply, HD will not give out the paint code or formula.

I recently had to order a new rear fender fascia for my Street Glide. Took 8 months (!) to arrive vs. the 8 weeks your part did. But the color match was perfect. Same goes for the color-matched tourpak I ordered.
You paid big money for a CVO; I wouldn't accept anything less than a perfect color match on a replacement part.

To me that doesn’t look like a shade or two off, it looks like a completely different color. Wonder if it is possible they put the wrong parts in the box. Those parts were either painted by Gunslinger or CPV. A three year old color is not painted by Harley, nor would they have them leftover sitting on a shelf.
