For not much more cash you can get a good set of Bitubo Twin Action shocks from @DK Custom I had Progressive 412 shocks on the rear and switched to the Bitubo 13" that @DK Custom set up for my weight & riding style. Night and day improvement over the Progressive 412s. You won't be disappointed.

I think I see your problem.
You said you have the shocks cranked up almost all the way.
Try cranking down the shocks to about 10 and see how it feels.
The higher you set them the stiffer the ride will be.

Progressive 444's proved to be a decent upgrade on my '13 Road King

i'm sorry, but you really aren't going to find anything in that price range, unless you go used. if you do, you're most likely going to find that you just threw your money away. i know it sucks, but if you can't swing the shocks right now, save up until you can.

I've read somewhere that those 444s have clearance issues with the 2017 tourings..Anyone tried them yet?

Ok, yea..the rear shocks, they are adjusted too high (number).. adjust down 10-15.. Second thing..Check your tire pressure (mine was too high, and I set mine down a couple pounds from suggested too) I'm still struggling to like the bike with it's horrible ride (mine is the 2021 Street Glide standard), and the prospective costs to improve it.. I'm looking at 13" replacement of some better grade, but then buying 1" lowering blocks (for the rear) to keep the original height.. then maybe fork spring set replacement. Let us know what you do, and how it goes.

I do miss the ride from my UC, My 2016 SGS does drive like a truck but a more nimble sportier truck.

I’m 220lb, ride solo, probably have 25lbs of additional bling on the bike, and set my ’20 Street Glide standard shocks at “2". Rides pretty decent until I hit a real bump. I was going to swap out with some 13” used take-offs, but those are usually around $300, or $550 new, and that just seems like a waste of money.

Probably going to put some Ohlins on the rear this winter. $650

Totally agree. My wife and I both have Dyna Switchbacks. I run Hagon 13" Nitros on mine and hers has the Bitubos with preload and damping adjustability, as do the Hagons. Both of these are sprung for your weight. Also, the HD 12" shocks have 2.1" of travel, with the 13" having 3" of travel. The Bitubos increase the length to 13.7". On my wife's bike they really made a difference.

I've ridden some Progressive setups including the 944's. While better than stock, just about any aftermarket setup is. Comparably, the Bitubos/Hagons having a more tailored spring rate and damping/preload adjustability offer the ability to really find the sweet spot of the shock's performance capabilities. At $500 a set for the Bitubo's, IMHO they offer the most performance gains for the least money and the best value in this price range.

I'd urge you to consider getting to at least this level. Up from there, Ohlins RW, and many others at varying price points with excellent performance. The Bitubos are excellent value.
