I believe your bike would use a 3 prong bulb. An H4.
Are you using a 3 prong bulb?
Have you utilized a digital voltage meter or a 12 volt test light in order to confirm that 12 volt power reaches the plug?
Two of the terminals are positive and one is ground.
The high beam function is dependent on the high beam switch.
I will also take a guess that all tests are performed while bike is running.
Note that utilization of an LED bulb will probably not look correct since headlight bucket is not designed for the LED.
