There is no death wobble on a 2016. You have a lose neck bearing or maybe a tire not aligned right . You never mention how many miles on the bike , How long you had it how you came by it purchase used can mean a lot more detail need ? All important information.
RG does not come with a steering dampener. It it has one that is a good sign someone was trying to mask a problem.

i was thinking too tight on the neck bearings, until you mentioned the wobble between 25-35 mph. that's usually from neck bearings being too loose. either way, i would still start there, and get the neck bearings inspected/adjusted.

IIRC there was something back a few years on cracked rear swing arms along with premature failure of swing arm bushings, might have been for a earlier model year but sticks in my head for some reason.

imo u got 2 problems, front tire, ive had 2 different bike that would get the 30mph head shake as the tire aged. previous owner over tightened the neck bearing in an attempt to stop the head shake causing the driffting. replace front tire and adjust the neck bearing.

I had a very similar situation as the OP with my Road Glide right after I bought it; less than 200 miles or so. I pulled the front end apart and did a fall away test and adjusted the bearings. I can’t remember if the bearings were loose or tight as I just kept tweaking until the proper swing was achieved. From that point on any type of wobble affect was due to low tire pressure. That Road Glide liked the front tire pressure at 36-38 psi using OEM Dunlop tires.
