Spacers? Do you have a service manual?

Ok fellas, after removing everything down to the forks and finding nothing apparently wrong with the install, and verifying that there was no resistance installing the axle...I began putting it all back together. I reinstalled the fender leaving the bolts loose (last time I tightened them down first). Lined up the wheel and installed all sensors and spacers (axle slid right through). Torqued the axle pinch bolt. Torqued the axle nut and began tightening the fender bolts. I noticed that as I was tightening the bolts, the fender would pull to the corresponding side that was being tightened. It was then I realized that I paid no attention to this during the initial reassembly. This time I tightened the fender bolts in a way that the fender is now straight with the wheel and all is right with the world now! It seems simple enough but I wanted to relay this in case anyone else ever runs into this situation....there seems to be a specific way (sequence) to tightening the fender bolts so you dont just crank it all to one side. Crisis averted!! Thanks again!

of the 4 touring bikes that i've owned with abs, there has only been the abs spacer on the left side, no 'thin spacer' to go along with it. do you have an extra spacer installed?

item 4 is the bearing, then you have the abs encoder.

I'm saying "spacer" but on the left side I only have an ABS sensor that has a metal ring on it, its all one unit not a separate "spacer" as well. Going from right to left I have axle, fork, wide spacer, wheel, ABS sensor, fork flat washer, axle nut.

okay, it sounded like you were talking about a spacer and the abs encoder on your op. so apparently, that isn't what your problem is.

Looks like you might have a spacer problem. Does your left and right side look like mine?

Left side

Right side
