I'm thinking of changing to short (12-13") apes. How tall can you go before you have to change throttle / clutch cables and extend wiring?

That depends on what year/ model you have.

i know on the 15+ road glide you can go to 14’s with no extras

I have heard that on the 14+ street glide you can go to 12‘s

and 13 and down i’m pretty sure you need to extend everything.

I had an 05 RG and was able to go with 10" without changing cables/wires. Cables can be rerouted to steal some length.

The question should be "what height bars are the most comfortable, and what do I need buy? "

If you'd be more comfortable with taller bars, it's silly to install shorter bars just because of the incremental expense of cables

You will more than likely need to change cables & lengthen wiring.

12s are comfortable and don't look stupid 5" above the fairing. I'm not trying to make a statement, I'm looking for comfort. I've ridden bikes with 16, 18 and 1 with custom 20s. none are comfortable, and on the highway you're a 4X8 sheet of plywood facing the wind.

Your fortunate to be sure of the bar height you want. Now get the bars you want and lengthen anything that needs it for them to fit. My advice is if you have to re-rout or stretch things, they need replacement. Your on two wheels with no protection around you. Don’t take a chance on an equipment failure because of half assing something. Even a failed turn signal in heavy traffic could cost you everything.
