Chrome fork lowers
How hard is it to change these out? Any special tools needed?

Not that difficult. You will need a 6mm long allen on a socket. Plenty of videos if you search.

Pretty easy. Just make sure to loosen the fork caps while still being clamped in the triple tree; or if you have a soft jaw vice, that'll work too.

Same tools as a fork-seal replacement job.
BTW, you'll probably want to replace the fork seals at the same time...
