There are always at least two answers to a question like this one! 1. No, it won't bolt on - 2. Yes it can probably be made to fit, with a little (lot?) of determination. All around HDF we have members swapping stuff on and off bikes from across the decades, just depends how determined or skilled you are!

yeah, tell us more, because it's a JAM problem.
it's complicated:
an EVO round air cleaner shell will "fit" on an M8 HD Stage 1 Air cleaner, but the filter is so short & wide, it has almost no gap for air flow around the edge of the filter/base plate, and the air cleaner will hit the shoulders of the body/base plate, and scratch it up.
so you need a longer air cleaner bolt, and then you can space it out.
you HAVE TO SUPPORT the air cleaner all they way around (you can't just put a big washer under the bolt) i buy rubber "feet" from LOWES, and put them all around the outer edge to hold the air cleaner shell out there, otherwise, it will vibrate & rip the center section out of the filter (i have a post on this somewhere on here)
the M8 HD Stage 1 Air Cleaner has a flat surface, and the M8 OEM cover is slanted, so no, they won't work together, which is pretty stupid, since the M8 cover has that neat scoop.
and theoretically, that neat M8 scoop being open in front of a Stage 1 filter would scoop some air around on to the rear cylinder & cool it.
so, here's the rub: HD realized this years ago, and made a ' slanted donut' for the 103 slanted cover, and I assume it would have had a longer bolt.
my parts guy found the 103 kit in the HD catalog, but did not have it in stock, and my innerweb is too slow to search it for you, but that would be a place to see what you need, however the 103 cover is shaped much diff the M8 cover, so that "slanted donut" wont work for you.

Actually, you can.
Start with a 2004 "Screamin' Eagle" filter kit. Purchase separately the "slanted doughnut" and longer bolt for the 2016. Bolt it right up.
I did this to my 2010 simply because I hated the stupid football and wanted something inexpensive to replace it. I already had the SE kit on it, so I added the doughnut and the bolt (my dealer gave me a take-off cover for free), and off I went.
