I bought allen head bolts and spring panel nuts to replace the quarter turn stock mounts. They will have to break my saddle bags. I usually lave them unlocked anyway.

did they steal the BAGS off the brackets?

or did they take the BRACKET's off the bike?

it seems like the locking solutions lock the bag to the bracket, so you just need a ratcheting Gear Wrench to take the bracket off?

That helps for sure, my bags were bolted on also and locked. They stold the bolts with the bag’s 🤬, Apparently they have no problem opening the locked lids, I have heard they pull hinge pins, but I don’t see how on 14 up bagger’s, they say they open the locked Bags without any damage to them.. Maybe punching the locks? Hate a damn thief....

So on my 16 Road Glide it look like a lot of crap to get the bracket off?
