Only CVOs in select colors come with black latches and hinges from the factory on tour-paks. Saddle bag latches are a different story because some will be chrome or body color, usually on the FLHXS, FLTRXS and FLHRXS they are body color. What year and model is your bike? The previous owner or the dealer could have installed the black latches and hinges, they are in the P&A book.
